Harness offers a Chain of Responsibility (CoR) Level 3  course which seeks to align to contemporary industry needs and legislative requirements.

On successful completion, participants will be awarded the Unit of Competency – Develop and implement policies and procedures to ensure chain of responsibility (CoR) compliance -TLIF0003 .

Learning Outcomes:

The assessment for this course has been designed to assess the individual to the Australian Qualification Framework, relevant Training Package RII, Australian and Industry expectations, as well as Commonwealth and State Legislation.

On successful completion, participants will be awarded the Unit of Competency -Develop and implement policies and procedures to ensure chain of responsibility compliance -TLIF0003 .

Learning Methods:

The mode of delivery for this course is face to face in a classroom environment as well as significant practical elements outside of the classroom.

Theory is presented in a supportive learner centered environment designed to provide functional theoretical knowledge that is directly applicable to real world tasks.

Learning materials provided include the Harness student handbook and participants will be advised in advance of attending the course if there are any materials to be provided by them.

Course Content:

Throughout the Harness course our trainers will cover off the below operations ensuring a comprehensive understanding of both practical and theoretical elements.

This unit involves the skills and knowledge required to ensure workplace compliance with chain of responsibility legislation in relation to heavy vehicle laws and regulations.

It includes explaining the chain of responsibility (CoR) features in the Heavy Vehicle National Law (HVNL) and regulations or applicable state/territory law and regulations.

It also involves ability to identify the requirements for and to develop, implement and review, workplace policies and procedures for chain of responsibility.

Explain chain of responsibility (CoR) features in the Heavy Vehicle National Law and regulations or applicable state/ territory law and regulations 

  • Principal obligations relating to chain of responsibility in the Heavy Vehicle National Law (HVNL) and regulations or applicable state/territory law and regulations are identified
  • Principal duties of each party in the chain of responsibility as outlined in the HVNL and regulations or applicable state/territory law and regulations are explained
  • Breaches and penalties for each party for failure to comply with chain of responsibility as outlined in the HVNL and regulations or applicable state/territory law and regulations are explained
  • Reasonable steps to be followed by each party to comply with chain of responsibility as outlined in the HVNL and regulations or applicable state/territory law and regulations are explained

Develop and implement workplace policies and procedures for chain of responsibility(CoR)

  • Activities relating to chain of responsibility in the HVNL and regulations or applicable state/territory law and regulations, are embedded into workplace policies, procedures and recording requirements in consultation with relevant stakeholders
  • Policies, procedures and recording requirements relating to chain of responsibility are implemented in the workplace

Review workplace policies and procedures relating to chain of responsibility (CoR)

  • Workplace policies and procedures relating to chain of responsibility are monitored and reviewed
  • Records and information relevant to chain of responsibility are analysed and reviewed
  • Changes and amendments are made to policies, procedures and recording requirements to maintain chain of responsibility compliance
  • Changes to workplace policies and procedures relating to chain of responsibility are communicated to relevant stakeholders
