Course Details

Harness offers a Chain of Responsibility (CoR) Level 2  course which seeks to align to contemporary industry needs and legislative requirements.

On successful completion, participants will be awarded both Units of Competency for Chain of Responsibility Level 2 and Level 1:

  • TLIF0002- Administer chain of responsibility policies and procedures
  • TLIF0001- Apply chain of responsibility legislation, regulations and workplace procedures

Learning Outcomes:

The assessment for this course has been designed to assess the individual to the Australian Qualification Framework, relevant Training Package RII, Australian and Industry expectations, as well as Commonwealth and State Legislation.

On successful completion, participants will be awarded the Unit of Competency – Administer chain of responsibility policies and procedures – TLIF0002.

Learning Methods:

The mode of delivery for this course is face to face in a classroom environment as well as significant practical elements outside of the classroom.

In the delivery of this course, our trainers focus on providing an individualised adult learning environment that considers the learner’s employment history and experience in the industry.

Theory is presented in a supportive learner centered environment designed to provide functional theoretical knowledge that is directly applicable to real world tasks.

Learning materials provided include the Harness student handbook and participants will be advised in advance of attending the course if there are any materials to be provided by them.

Course Content:

Throughout the Harness course our trainers will cover off the below operations ensuring a comprehensive understanding of both practical and theoretical elements.

This unit involves the skills and knowledge required to identify, apply and follow chain of responsibility policies and procedures in a supervisory role in relation to heavy vehicles.

It includes explaining the chain of responsibility features and administering the requirements in the Heavy Vehicle National Law (HVNL) and regulations or applicable state/territory law and regulations. It also involves administering and monitoring chain of responsibility workplace policies and procedures, and identifying and reporting chain of responsibility breaches.

Explain chain of responsibility (CoR) features in the Heavy Vehicle National Law and regulations or applicable state/territory law and regulations

  • Principal obligations relating to chain of responsibility in the Heavy Vehicle National Law (HVNL) and regulations or applicable state/territory law and regulations are identified
  • Principal duties of each party in the chain of responsibility as outlined in the HVNL and regulations or applicable state/territory law and regulations are explained
  • Breaches and penalties for each party for failure to comply with chain of responsibility as outlined in the HVNL and regulations or applicable state/territory law and regulations are explained
  • Reasonable steps to be followed by each party to comply with chain of responsibility as outlined in the HVNL and regulations or applicable state/territory law and regulations are explained

Administer chain of responsibility (CoR) requirements in the Heavy Vehicle National Law and regulations or applicable state/ territory law and regulations

  • Workplace policies, procedures and other documents that include chain of responsibility as it applies to responsibilities of own job role are identified and explained
  • Methods and requirements to ensure management of speed and fatigue are explained
  • Methods to calculate vehicle dimension and mass limits are explained
  • Methods to ensure loads are secured are explained
  • Workplace documents relating to chain of responsibility are completed and processed to workplace requirements

Administer and monitor chain of responsibility (CoR) workplace policies and procedures 

  • Workplace policies and procedures relating to chain of responsibility are applied within the scope of responsibilities of own role
  • Workplace policies and procedures relating to chain of responsibility and any associated changes are communicated to all staff
  • Application of workplace policies and procedures relating to chain of responsibility is monitored to ensure compliance with requirements
  • Appropriate action is taken when non-compliances with chain of responsibility requirements are identified

Identify and report chain of responsibility (CoR) breaches

  • Chain of responsibility breaches are identified and investigated, and appropriate rectification action is taken
  • Workplace and industry practices for reporting chain of responsibility breaches are identified and followed
